11. APPROVAL OF RIVERVIEW HIGH JROTC CADETS TO VISIT WASHINGTON D.C. ON MARCH 16-20, 2016Description Riverview High JROTC cadets will visit and tour the Pentagon, Arlington National Cemetery and the Smithsonian Museum as part of curriculum on citizenship. The students/cadets will celebrate the ROTC 100th year anniversary during the trip.

APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETEDDescription The custodian of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

13. APPROVAL OF AMENDMENT #5 WITH HARVARD JOLLY ARCHITECTURE FOR THE SARASOTA HIGH SCHOOL RENOVATION AND NEW CONSTRUCTION PROJECTDescription
The scope of work for the amendment shall include additional services work associated with: Task 1 - Scope shall include initial staff meetings, evaluation and research on the available state contract vendors as provided by the Purchasing Department, redesign of the furniture layout per initial meetings, selection of available furniture schemes (2) and generation of the design layout drawings depicting edited furniture layout options. Task 2 - Scope shall include identification of selected furniture along with cut sheet options for each piece of furniture and presentation to staff for final selection of furniture and layout. Task 3 - Scope shall include final layout presentation along with selected finishes for each component, itemized furniture list with quantities and model numbers for purchasing purposes. Task 4 - Provide interior rendering of Media Center with final selections and layout in order to provide staff with visual verification of final decision of furniture and placement.
The amount of this amendment is $16,625.00. Funds for this project are available through the project budget account.

APPROVAL OF UPDATE #4 TO THE 2015 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICESDescription The recommended professionals have submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County School Board projects. These submissions are in accordance with School Board Policy #7.71. The initial list was Board approved on 1/6/2015, (Item #28). The newly added firm is identified in the enclosure at the end of the initial listing. Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.

16. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING AUGUST 31, 2015Description The Superintendent's Financial Statements for the month ending August 31, 2015 does not reflect any unexpected trends for the first quarter of the 2015-2016 fiscal year. The negative trend in the General Fund will continue until approximately November when property taxes are received. Expenditures are anticipated to exceed revenues at year end in the General Fund because of the use of unassigned fund balance included in the adopted budget.

Every five (5) years the Board Policy 7.71 requires that an Ad Hoc Committee be appointed to review the policy to ensure that the best qualified firms are selected for all Board projects. On 2/4/2014, Item #20 Board, an Ad Hoc Committee was appointed; Pat Black, Ellery Girard and Eric Jackson. Pat Black has since retired. This revision would change the participants and increase the number of committee members to five (5) as follows:

22. APPROVAL OF REINSTATEMENT OF IMPACT FEESDescription Pursuant to F.S.1013.33, the Sarasota County School Board and the Sarasota Board of County Commissioners are required to coordinate the planning of Educational Facilities with the planning of Principal Residential uses and the providing of other necessary services. In coordination with the School Board, on April 13, 2004, the Board of County Commissioners adopted Ordinance 2004-028, (amended at ordinance 2007-056) establishing impact fees for the Sarasota County Educational System. Those fees were established as follows: (1) Single-family - $2, 032.00 per Dwelling Unit; (2) Multifamily - $474.00 per Dwelling Unit; and (3) Mobile Home - $138.00 per Dwelling Unit. In response to the recent economic downturn the School Board recommended and the County Commission approved a moratorium on the collection of those fees. The fees have been in moratorium since December 2010. In January 2015, the School Board hired Tindale-Oliver to conduct both a growth management and an impact fee study. The results of those two studies have been presented to the School Board. Tindale-Oliver calculated the maximum impact fee as: (1) Single-family- $7,835 per Dwelling Unit; Multifamily - $2,165.00 per Dwelling Unit; and Mobile Home - $722.00 per Dwelling Unit. This motion represents fifty percent of the maximum calculated impact fee.
Recommendation That the Sarasota County School Board recommend that the Sarasota Board of County Commissioners amend the Education System Impact Fee Ordinance to change the levied amount of Educational System Impact Fees as follows:
(1) Single-Family: $3,917.00 per Dwelling Unit (2) Multifamily: $1,082.00 per Dwelling Unit (3) Mobile Home: $362.00 per Dwelling Unit
